Are you an accomplished Assistant Manager or Deputy Manager with extensive experience in civil contracts, seeking to apply your expertise within the public sector? Cornerstone Global Partners is currently recruiting for a dedicated and experienced Civil Contracts professional to oversee a portfolio of critical infrastructure projects for a prominent government agency in the North-East Region.
In this pivotal role, you will take ownership of the full contract lifecycle, from initial tendering and procurement through to meticulous cost estimation, contract administration, final account closure, and claims management. You will operate within a complex stakeholder environment, ensuring strict compliance with stringent government regulations, financial frameworks, and procurement policies.
- Manage the end-to-end tendering process, including drafting tender documents, evaluating submissions, and preparing comprehensive evaluation reports.
- Administer infrastructure contracts with precision, ensuring adherence to all terms, conditions, and specifications.
- Prepare detailed cost estimates, budgets, and cash flow forecasts to support project financial health.
- Proactively negotiate contract variations, evaluate contractual claims, and manage dispute resolution and final account settlements.
- Build and sustain strong working relationships with contractors, consultants, and government stakeholders.
- Monitor contractor performance, project progress, and health & safety compliance.
- Ensure all contract documentation and records are meticulously maintained and fully compliant.

Tanggung Jawab
- Oversee the procurement and tendering process for complex civil infrastructure contracts.
- Lead the preparation and evaluation of tender bids, ensuring alignment with project budgets and government procurement guidelines.
- Administer contracts from award through to final account, managing variations, claims, and payments.
- Prepare detailed project cost estimates, budgets, and financial reports for stakeholders.
- Negotiate effectively with contractors and consultants to resolve contractual issues and achieve cost-effective outcomes.
- Monitor contractor performance, site progress, and compliance with contractual safety and quality standards.
- Maintain comprehensive contract documentation, correspondence, and audit trails.
- Liaise closely with government agencies, project managers, and engineering teams to ensure seamless project delivery.
Kualifikasi
- Degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field.
- Minimum 5 years of proven experience in contract administration within the civil or structural engineering sector.
- Strong working knowledge of Singapore Government procurement frameworks (e.g., PSSCOC, SIA contracts).
- Experience managing large-scale public infrastructure projects (roads, drainage, utilities, or building works) is highly advantageous.
- Sound understanding of construction law, contract law, and risk management principles.
- Excellent analytical, negotiation, and problem-solving skills.
- Proficient in contract management software and advanced Microsoft Office Excel skills.
- Strong interpersonal and communication skills to manage diverse stakeholders.
