The East Coast Economic Region Development Council (ECER DC) is seeking a strategic and highly principled leader for the position of Head, Integrity & Governance. Based in the administrative capital of Putrajaya, this role is central to maintaining the transparency and ethical standards of one of Malaysia's premier regional development agencies. The successful candidate will be responsible for leading the Integrity & Governance Unit (IGU) and ensuring that the council operates with the highest level of accountability.
As the Head of IGU, you will be the primary architect of the councilās integrity framework, ensuring full alignment with the Malaysian Anti-Corruption Commission (MACC) Act 2009 and other relevant statutory requirements. This role requires a sophisticated understanding of corporate governance, risk management, and the legal landscape governing public-sector agencies. You will act as a trusted advisor to senior management and the Board, fostering a culture where integrity is woven into the fabric of everyday operations.

Tanggung Jawab
- Lead and manage the Integrity & Governance Unit (IGU) to ensure all organizational activities comply with the MACC Act and national integrity directives.
- Develop, implement, and monitor the Organizational Anti-Corruption Plan (OACP) to mitigate institutional risks.
- Provide expert advice to the Board of Directors and Management on matters related to governance, ethics, and regulatory compliance.
- Oversee the whistleblowing channel, ensuring all reports are handled with maximum confidentiality and investigated according to established protocols.
- Conduct periodic integrity risk assessments across all departments, focusing on procurement, finance, and project management.
- Design and deliver comprehensive integrity training and awareness programs for all employees and external stakeholders.
- Act as the official liaison between ECER DC and the Malaysian Anti-Corruption Commission (MACC) and other regulatory bodies.
- Prepare and present high-level reports on the status of the councilās integrity initiatives for both internal and external stakeholders.
Kualifikasi
- A Bachelorās degree in Law, Accounting, Business Administration, or a related discipline from a recognized institution.
- Certified Integrity Officer (CeIO) accreditation is highly preferred or mandatory depending on current government directives.
- At least 10-12 years of professional experience in compliance, internal audit, legal, or governance roles.
- Minimum of 5 years in a senior management or leadership capacity within a GLC, statutory body, or multinational corporation.
- Deep understanding of the MACC Act 2009, specifically regarding Corporate Liability (Section 17A) and the National Anti-Corruption Plan.
- Proven track record of managing investigations and implementing organizational change in the area of ethics.
- Excellent command of both English and Bahasa Malaysia, with superior report-writing and presentation skills.
- Strong interpersonal skills with the ability to influence and engage stakeholders at the highest levels.
