We are currently seeking a highly motivated and experienced Consultant to lead a critical component of our Seaweed Value Chain Strengthening Project in Surigao del Sur, Caraga Region. This project directly supports smallholder seaweed farmers and micro-enterprises.
The primary objective of this consultancy is to develop and test comprehensive training programs on entrepreneurship, marketing, business planning, and financial management specifically for seaweed enterprises. The Consultant will design a tailored capacity-building intervention, pilot test it with target communities, and refine the materials based on real-world feedback. The final deliverable is a robust, contextually relevant training toolkit that can be used to scale impact across the region.
Target Audience: The training will be designed for seaweed farmers, traders, micro-entrepreneurs, and local cooperatives. Content must be accessible for varying levels of literacy and business experience.
Consultancy Period: Approximately 3 to 4 months, starting as soon as possible.

Tanggung Jawab
- Develop a detailed inception report outlining the methodology for the needs assessment and curriculum design.
- Design and develop training modules covering entrepreneurship, marketing, business planning, and financial management.
- Create trainer's manuals, participant workbooks, and visual aids for the capacity-building program.
- Conduct a Training of Trainers (ToT) to equip local facilitators with the skills to deliver the training independently.
- Organize and facilitate pilot training sessions for seaweed enterprise owners and operators.
- Design and implement a monitoring and evaluation system to track knowledge gains and behavior changes.
- Analyze pilot results, collect feedback from participants, and revise the modules accordingly.
- Submit a comprehensive final consultancy report including finalized materials and recommendations for scaling.
Kualifikasi
- Master's degree in Development Studies, Business Administration, Agricultural Economics, or a related field.
- At least 5 years of proven experience in designing and implementing capacity-building programs for MSMEs, preferably in the agri-fishery or rural development sector.
- Deep understanding of the seaweed industry value chain and the socio-economic context of coastal communities in the Philippines.
- Excellent curriculum development skills and experience with participatory adult learning methodologies.
- Strong analytical, communication, and report writing skills in both English and Filipino. Proficiency in Cebuano or Surigaonon is a distinct advantage.
- Demonstrated ability to manage multiple tasks and deliver high-quality outputs on a set timeline.
- Willingness to travel extensively and conduct fieldwork in remote municipalities of Surigao del Sur.
- Must be legally eligible to work in the Philippines.
