About the Role
Income Insurance Limited is seeking a visionary and seasoned Head of Data Governance to lead our enterprise-wide data strategy. In this critical leadership role, you will be responsible for designing, implementing, and governing the frameworks, policies, and standards that position data as a strategic, trusted, and compliant asset. As a data transparency-obsessed leader, you will champion provenance-driven initiatives, ensuring robust data lineage, metadata management, and data quality across the organization.
Your Mandate
Reporting to the Chief Data Officer, you will drive the adoption of industry-leading data cataloging tools (such as Collibra or Alation) and data quality platforms. You will establish and chair the Data Governance Council, define data ownership and stewardship structures, and embed data governance into the fabric of our business processes. This is a hands-on leadership role requiring deep engagement with business, risk, compliance, and technology stakeholders to solve complex data challenges.

In Singapore's dynamic regulatory environment, your expertise in PDPA, MAS Technology Risk Management guidelines, and regional data protection laws will be paramount. Tanggung Jawab
- Develop and execute the enterprise Data Governance strategy, framework, and roadmap aligned with business goals and regulatory requirements.
- Establish and chair the Data Governance Council, defining data stewardship roles, accountabilities, and decision rights across the organization.
- Define, implement, and enforce data policies, standards, and procedures governing data quality, metadata, lineage, master data, and reference data.
- Drive the adoption and optimization of enterprise data cataloging (e.g., Collibra, Alation) and data quality tools to enhance data discoverability and trust.
- Collaborate with business and IT leaders to identify and resolve critical data quality issues, establishing preventive controls and monitoring.
- Ensure the data governance framework remains compliant with evolving regulations such as PDPA, GDPR, and MAS Technology Risk Management guidelines.
- Promote a data-driven culture through data literacy programs, training, and communication of data governance best practices.
- Report on data governance maturity, key metrics, and outcomes to senior leadership and the Board of Directors.
Kualifikasi
- Bachelor's or Master's degree in Computer Science, Information Systems, Data Science, or a related quantitative field.
- Minimum 12 years of experience in data management, with at least 8 years in a senior Data Governance leadership role.
- Deep expertise in leading data governance frameworks (DAMA-DMBOK, DCAM) and data management best practices.
- Proven track record of implementing enterprise data catalogs (Collibra, Informatica, Alation) and data quality platforms (Informatica, SAS, Talend).
- Strong knowledge of data privacy regulations (PDPA, GDPR) and financial services regulatory requirements (MAS, BNM guidelines).
- Exceptional leadership, communication, and stakeholder management skills with experience presenting to and influencing C-level executives.
- Relevant data management certifications (e.g., CDMP, DGSP, DCAM Assessor) are highly preferred.
- Experience in the insurance, banking, or financial services industry is an advantage.
