Tanggung Jawab
- Manage the complete lifecycle of government tenders, including RFQ/RFP analysis, bid strategy, documentation, submission, and post-submission clarifications.
- Lead contract negotiations, administer contracts, and manage variations, extensions of time, and claims in accordance with PAM, CIDB, or applicable standards.
- Ensure strict adherence to government procurement policies, financial regulations, and statutory compliance requirements.
- Coordinate and direct project teams across engineering, finance, legal, and operations to achieve project objectives and milestones.
- Conduct thorough risk assessments, develop mitigation strategies, and maintain a risk register for all active projects.
- Monitor and control project budgets, cash flow, and resource allocation to ensure optimal financial performance.
- Prepare and deliver comprehensive progress reports, dashboards, and presentations for internal and external stakeholders.
- Cultivate strong, trust-based relationships with government clients, consultants, contractors, and suppliers.
Kualifikasi
- Bachelor's degree in Project Management, Civil Engineering, Construction Management, Business Administration, or a closely related discipline.
- Minimum of 5 to 8 years of proven experience in project management within the government or semi-government contracting sector.
- Comprehensive knowledge of the Malaysian government procurement ecosystem, including MOF, EPU, CIDB, and related regulatory bodies.
- Demonstrable success in managing large-scale government tenders and contracts from initiation to close-out.
- Professional certifications such as PMP (Project Management Professional), PRINCE2, or equivalent are highly desirable.
- Exceptional negotiation, interpersonal, and stakeholder engagement skills, with the ability to influence at all levels.
- Strong financial acumen with experience in budgeting, cost control, and contract valuation.
- Based in Melaka or willingness to relocate is mandatory.
