Tanggung Jawab
- End-to-end ownership of program delivery for large-scale government biometric and automation initiatives
- Strategic planning and execution of complex system integrations across multiple stakeholders
- Leadership of cross-functional teams including technical, vendor, and government liaison personnel
- Development and implementation of project governance frameworks ensuring compliance and risk mitigation
- Stakeholder management with government agencies, technology partners, and internal executives
- Optimization of delivery methodologies using agile and waterfall hybrid approaches
- Performance tracking through KPIs and reporting to executive leadership
- Identification and implementation of process improvements in program delivery
Kualifikasi
- Bachelor's degree in Computer Science, Engineering, or related field; MBA preferred
- 12+ years experience in program management with 5+ years in directorial roles
- Proven track record delivering government-scale biometric or automation projects
- Expertise in PMI-PMP or PRINCE2 methodologies with agile certifications
- Deep technical understanding of biometric systems, AI, and IoT integration
- Experience managing multi-million dollar budgets and vendor contracts
- Strong regulatory knowledge in Singapore's public sector frameworks
- Exceptional leadership and communication skills for executive stakeholders
