Hastari Adakara Investment is seeking a highly experienced and dedicated HSE Manager to lead health, safety, and environmental initiatives for our major Toll Road Project based in Kediri, East Java. This is a critical leadership role ensuring that all construction activities adhere to the highest international and national safety standards.
The successful candidate will be responsible for developing and implementing comprehensive HSE management systems tailored to large-scale infrastructure projects. You will work closely with project directors, site engineers, and subcontractors to foster a proactive safety culture, mitigate operational risks, and ensure compliance with Indonesian Ministry of Manpower (Kemenaker) and Ministry of Public Works (PUPR) regulations.

Tanggung Jawab
- Develop, implement, and monitor the Health, Safety, and Environmental (HSE) management plan specifically for toll road construction environments.
- Conduct regular site inspections and safety audits to identify hazards and ensure compliance with ISO 45001 and ISO 14001 standards.
- Lead Hazard Identification, Risk Assessment, and Risk Control (HIRARC) sessions for all high-risk construction activities.
- Manage and investigate all site incidents or near-misses, providing detailed root cause analysis and corrective action reports.
- Coordinate with the Project Manager to ensure all subcontractors comply with the project's HSE requirements and legal obligations.
- Oversee the implementation of traffic management plans and emergency response procedures along the toll road corridor.
- Organize and conduct HSE training sessions, tool-box talks, and safety induction programs for all site personnel.
- Prepare weekly and monthly HSE performance reports for senior management and external stakeholders.
Kualifikasi
- Bachelor’s Degree in Civil Engineering, Occupational Health & Safety (K3), or a related technical field.
- Minimum of 7-10 years of experience in HSE roles, with at least 3 years in a managerial capacity specifically within Toll Road or major Bridge projects.
- Mandatory Certification: Ahli K3 Konstruksi (Utama or Madya) from Kemenaker or relevant professional body.
- In-depth knowledge of Indonesian K3 regulations (SMK3) and international safety standards (ISO 45001/14001).
- Strong leadership skills with the ability to manage a diverse team of safety officers and supervisors in a fast-paced environment.
- Excellent communication and negotiation skills, with fluency in Indonesian; English proficiency is a significant advantage.
- Willingness to be stationed full-time in Kediri, Jawa Timur for the duration of the contract.
- Proven ability to manage emergency response and incident crisis management.
