The Provincial Government of Negros Occidental is committed to upholding the highest standards of public service, fiscal integrity, and sustainable development. We are currently expanding our team to ensure robust financial governance across our areas of jurisdiction, including the Bicol Region. We seek a Local Treasury Operations Officer I who is passionate about public service and possesses a strong ethical compass.

This role is fundamental to the fiscal health of the local government unit. The Local Treasury Operations Officer I will be responsible for the daily management of government cash flows. This includes the accurate and timely collection of local revenues (taxes, fees, charges), the lawful disbursement of funds for public services and projects, and the meticulous recording of all financial transactions in compliance with the Philippine Public Financial Management reforms.

The ideal candidate will support the Local Treasurer in ensuring that all operations are conducted with integrity, transparency, and full accountability to the public. You will prepare and submit critical financial reports to the Commission on Audit (COA) and the Department of Budget and Management (DBM). Furthermore, you will assist in budget preparation, cash programming, and the implementation of internal control systems.

Tanggung Jawab

  • Collect and safeguard all government revenues, taxes, and fees.
  • Disburse public funds in strict compliance with approved budgets and appropriations.
  • Maintain accurate accounting records and financial ledgers.
  • Assist in the preparation of monthly, quarterly, and annual financial statements.
  • Coordinate with the Budget Office and Accounting Office for fiscal planning.
  • Prepare bank reconciliation statements and manage cash positions.
  • Monitor compliance with COA, DBM, and DOF rules and regulations.

Kualifikasi

  • Bachelor's Degree in Accountancy, Finance, Business Administration, or Management Accounting.
  • Career Service Professional (CSP) or equivalent eligibility (RA 1080 for CPAs is an advantage).
  • At least 1 year of relevant experience in government or corporate finance/accounting.
  • Completion of at least 4 hours of relevant training in government accounting or treasury.
  • Proficiency in MS Office applications; familiarity with government accounting systems (e.g., eNGAS, eBudget) is highly desirable.
  • Strong analytical, organizational, and interpersonal skills.
  • Must be of good moral character, with high integrity and honesty.
