This is an exclusive agency contract-to-hire position, offering a clear pathway to a permanent role, located in the dynamic business hub of City Hall, Central Region.
In this critical leadership role, you will be the cornerstone of the organization's OT cybersecurity posture. You will be responsible for architecting, implementing, and managing the security framework for complex industrial control systems (ICS) and Operational Technology (OT) environments, including SCADA, DCS, and PLC systems. Your mission will be to bridge the traditional gap between Information Technology (IT) and Operations Technology, ensuring robust security controls that guarantee operational uptime, safety, and regulatory compliance.
You will lead comprehensive cyber risk assessments, develop resilient incident response plans, and deploy cutting-edge security solutions tailored for OT environments. Your expertise in standards such as IEC 62443 and NIST SP 800-82 will be fundamental in driving the organization towards a mature, defense-in-depth security posture. Tanggung Jawab
- Develop, implement, and maintain comprehensive OT cybersecurity strategies, policies, and roadmaps aligned with IEC 62443 and NIST SP 800-82 frameworks.
- Lead proactive cyber risk assessments, vulnerability audits, and penetration testing initiatives across ICS, SCADA, and DCS environments to identify and remediate security gaps.
- Architect and enforce robust security controls including network segmentation, secure remote access solutions, application whitelisting, and OT-specific anomaly detection (IDS/IPS).
- Direct incident response activities for OT security events, coordinating cross-functional teams to ensure swift containment, eradication, and recovery with minimal operational impact.
- Provide expert security consultation for capital projects and plant expansions, ensuring security is embedded into the design and deployment of new operational assets (Security by Design).
- Monitor the evolving OT threat landscape, analyze vulnerabilities specific to industrial protocols, and provide strategic recommendations to safeguard critical infrastructure.
- Develop and deliver targeted cybersecurity training programs for OT engineers, plant operators, and other operational staff to bolster the human firewall.
- Manage vendor relationships and oversee the performance of Managed Security Services Providers (MSSPs) delivering OT security monitoring and management services.
Kualifikasi
- Bachelor's degree in Cybersecurity, Computer Science, Electrical Engineering, or a closely related field. Professional certifications such as CISSP, GICSP, or CISM are highly preferred.
- Minimum 5-7 years of progressive experience in cybersecurity, with at least 3 years focused exclusively on Operational Technology (OT) and Industrial Control Systems (ICS) security.
- Deep technical expertise in industrial protocols (Modbus, DNP3, OPC, Profinet) and OT network architectures following the Purdue Model or ISA-95 standards.
- Comprehensive understanding of relevant security standards and regulations including IEC 62443, NIST SP 800-82, and the Singapore Cybersecurity Code of Practice (CCoP).
- Proven hands-on experience with leading OT security platforms (e.g., Claroty, Nozomi Networks, Dragos, Microsoft Defender for IoT, or Tenable OT Security).
- Exceptional analytical and problem-solving skills with the ability to translate complex technical threats into actionable business risks for non-technical stakeholders.
- Demonstrated experience in developing and leading incident response tabletop exercises specifically designed for OT/ICS environments.
- Excellent communication and stakeholder management skills, capable of influencing decisions across engineering, operations, and IT departments.
