Josefina H. Cerilles State College is seeking a dynamic, results-oriented, and highly skilled Project Development Officer IV to join our team in the Ilocos Region. In this pivotal role, you will be responsible for conceptualizing, implementing, and monitoring high-impact academic and infrastructure projects that drive institutional growth.
The successful candidate will play a critical role in strategic planning, stakeholder engagement, and ensuring that all project development initiatives align with the college’s mission and national educational standards. Tanggung Jawab
- Lead the conceptualization and development of comprehensive project proposals, feasibility studies, and research-based initiatives for the college.
- Oversee the full project lifecycle, from initial planning and budgetary allocation to implementation, monitoring, and final evaluation.
- Coordinate with internal departments and external government agencies to ensure seamless execution and compliance with project timelines.
- Analyze project performance data and generate detailed reports for executive leadership to inform strategic decision-making.
- Identify potential funding sources and manage the grant application process to support institutional infrastructure and developmental goals.
- Conduct regular site visits and progress reviews to ensure all operational targets are met according to established standards.
- Mentor and supervise junior project staff, fostering a collaborative and high-performing professional team environment.
Kualifikasi
- Bachelor’s degree in Engineering, Public Administration, Development Management, or a related field; a Master’s degree is highly preferred.
- Minimum of 4 years of relevant experience in project development, management, or administrative supervision.
- Demonstrated knowledge of government procurement processes and Civil Service Commission rules and regulations.
- Strong proficiency in project management software (e.g., MS Project, Trello, or similar tools) and data analytics platforms.
- Excellent communication skills with the ability to draft complex technical reports and present findings to key stakeholders.
- Strong leadership abilities with a track record of managing inter-disciplinary teams and cross-functional projects.
- Ability to adapt to evolving institutional priorities and maintain high standards of integrity and accountability.
