This is an exciting opportunity to lead the charge in developing and winning complex proposals for some of the world’s most impactful infrastructure, environmental, and consulting projects.

As a Proposal Manager, you will be the cornerstone of our business development efforts, providing strategic leadership and operational excellence from opportunity identification through to final submission and award. You will work hand-in-hand with technical experts, project managers, legal counsel, finance representatives, and senior executives to craft compelling value propositions that set Jacobs apart from the competition.

Your role is to drive the entire proposal lifecycle. You will manage kick-off meetings, develop and refine win themes, orchestrate compelling content from subject matter experts, ensure strict compliance with complex RFP requirements, and maintain relentless communication across the diverse bid team. You will be the single point of contact for proposal governance, quality assurance, and risk management. You will utilize best-in-class tools and processes to create professional, high-scoring proposals.

Tanggung Jawab

  • Serve as the primary proposal lead, managing the end-to-end lifecycle of complex, high-value proposals from capture to submission.
  • Develop and implement winning proposal strategies, win themes, and value propositions in collaboration with pursuit teams.
  • Lead proposal kick-off meetings, storyboard sessions, and color team reviews to ensure alignment and quality.
  • Coordinate with subject matter experts (SMEs), technical leads, and external partners to synthesize compelling proposal content.
  • Manage proposal schedules, compliance matrices, and submission processes to ensure on-time, compliant, and professional deliverables.
  • Maintain and update proposal libraries, standard content, and best-practice resources.
  • Participate in bid/no-bid analyses, risk assessments, and post-submission lessons learned.

Kualifikasi

  • Bachelor’s degree in Engineering, Business Administration, Communications, or a related field. Master’s degree is a plus.
  • Minimum of 7–10 years of professional experience, with at least 5+ years specifically managing complex proposals in the Engineering, Construction, or Consulting sectors.
  • Proven track record of managing large-scale bids (multi-million USD) ideally for international development agencies, government, or private clients.
  • Exceptional written and verbal English communication skills, with the ability to synthesize complex technical information into clear, persuasive prose.
  • Strong project management skills, with the ability to manage multiple simultaneous proposals under tight deadlines.
  • APMP Foundation or Practitioner certification is highly desirable.
  • Highly proficient in Microsoft Office Suite (Word, PowerPoint, Excel, Teams) and Adobe Acrobat Pro. Experience with proposal management software (e.g., Qvidian, Loopio, SharePoint) is an advantage.
