Metro Pacific Iloilo Water (MPIW) is a joint venture company committed to providing world-class water and wastewater services to the communities of Iloilo City. We are seeking a highly skilled and experienced Quality Control Section Head to lead our quality assurance initiatives and ensure the delivery of safe, clean water to our customers.
The Quality Control Section Head will be responsible for the strategic and operational management of the Quality Control laboratory. This role ensures that all water and wastewater testing adheres strictly to the Philippine National Standards for Drinking Water (PNSDW) and other regulatory requirements. You will lead a team of analysts and technicians, oversee testing protocols, manage laboratory accreditation (ISO 17025), and drive continuous improvement in water quality processes.
Key duties include developing quality control policies, investigating water quality issues, coordinating with production teams to optimize treatment, and providing expert advice to senior management. - Lead, mentor, and manage the Quality Control team, ensuring high performance and professional development.
- Develop, implement, and maintain the Quality Control and Assurance Manual in compliance with ISO standards and DENR/DOH regulations.
- Oversee the testing and analysis of raw water, treated water, and wastewater samples to ensure strict adherence to PNSDW and effluent standards.
- Manage the laboratory quality management system (ISO 17025:2017), ensuring continuous accreditation and successful proficiency testing.
- Investigate and resolve customer complaints related to water quality, identifying root causes and implementing corrective and preventive actions (CAPAs).
- Coordinate with Production and Distribution departments to optimize treatment processes based on real-time analytical data.
- Prepare and submit accurate technical reports to regulatory agencies (DENR, LWUA) and company management.
- Manage the procurement, inventory, and budget for laboratory chemicals, reagents, and equipment.
Kualifikasi
- Licensed Chemist (RChT or RCh) OR Registered Chemical Engineer (RChE) required. Registered Sanitary Engineer is a plus.
- Bachelor's Degree in Chemistry, Chemical Engineering, Microbiology, or a closely related field.
- Minimum of 5-7 years of progressive experience in a water/wastewater quality control laboratory, with at least 2-3 years in a supervisory or managerial capacity.
- In-depth knowledge of the Philippine National Standards for Drinking Water (PNSDW 2017) and DENR Administrative Orders on water quality and wastewater.
- Proven experience with ISO 17025:2017 laboratory accreditation and ISO 9001:2015 QMS.
- Excellent leadership, analytical, and problem-solving skills.
- Strong written and verbal communication skills in English and Filipino.
- Willing to be based in Iloilo City and work during regular office hours and as required during emergencies.
