Ley Choon Group Holdings Limited, a leading infrastructure and construction company in Singapore, is seeking a highly motivated and detail-oriented professional to join our Tender & Contracts team. As a Quantity Surveyor / Contracts Manager / Cost Manager, you will play a pivotal role in ensuring the financial success of our projects, from cost estimation and tender preparation to contract administration and final account closure.
This full-time position is based in Sungei Kadut, North Region, and offers an exciting opportunity to work on diverse infrastructure, energy, and mining-related projects. You will collaborate closely with project teams, clients, subcontractors, and suppliers to deliver cost-effective solutions while maintaining the highest standards of quality and compliance.
Key areas of focus will include managing tender documents, conducting cost analysis, negotiating contracts, monitoring budgets, and ensuring contractual obligations are met. Tanggung Jawab
- Prepare and review tender documents, bills of quantities, cost estimates, and procurement schedules.
- Manage contract administration including progress claims, variation orders, and final accounts.
- Conduct cost analysis, benchmarking, and value engineering to maximize project profitability.
- Liaise with clients, subcontractors, and suppliers to negotiate terms and resolve contractual issues.
- Monitor project budgets and cash flow, providing timely financial reports to management.
- Ensure compliance with contract conditions, company policies, and relevant regulations.
- Evaluate and mitigate contractual risks, and support dispute resolution processes.
- Collaborate with the tender team to prepare competitive and accurate bids for new projects.
Kualifikasi
- Degree in Quantity Surveying, Construction Management, Civil Engineering, or a related discipline.
- Minimum 3–5 years of relevant experience in quantity surveying, contract management, or cost management within construction or infrastructure projects.
- Strong knowledge of contract forms (SIA, PSSCOC or equivalent) and measurement standards (SMM/MOM).
- Proficiency in MS Office and quantity surveying software (e.g., CostX, Bluebeam, or similar).
- Excellent analytical, negotiation, and problem-solving skills.
- Ability to manage multiple priorities and work under tight deadlines.
- Effective communication and interpersonal skills for team collaboration and stakeholder engagement.
