ManpowerGroup is proud to represent a leading global player in the Chemical and Pharmaceutical sector as they expand their footprint in Singapore. We are seeking an experienced Senior HSE Engineer / Lead to take the helm of Environment, Health, Safety, and Sustainability (EHS&S) initiatives for a high-profile API (Active Pharmaceutical Ingredient) and Chemical plant project in Tuas.
In this pivotal leadership role, you will be responsible for bridging the gap between complex construction activities and long-term operational safety excellence. You will act as the primary subject matter expert, ensuring that all site activities align with both local regulatory requirements (MOM, NEA, SCDF) and international best practices. The successful candidate will lead strategic planning for environmental compliance, occupational health standards, and process safety management. Tanggung Jawab
- Develop and execute comprehensive HSE strategies and management systems (ISO 45001 & 14001) for both construction and operational phases.
- Lead Process Safety Management (PSM) initiatives, including HAZOP, FMEA, and Quantitative Risk Assessments (QRA).
- Oversee the Permit-to-Work (PTW) system and conduct regular high-risk activity audits on-site.
- Serve as the primary liaison with government agencies including the Ministry of Manpower (MOM) and National Environment Agency (NEA).
- Conduct thorough incident investigations using Root Cause Analysis (RCA) and implement robust corrective actions.
- Drive sustainability and environmental reporting, focusing on waste management and carbon footprint reduction.
- Manage and mentor a team of site safety coordinators and sub-contractor HSE personnel.
- Lead the Emergency Response Team (ERT) and coordinate site-wide emergency drills.
Kualifikasi
- Degree in Chemical, Environmental, or Mechanical Engineering or a related technical discipline.
- Registered Workplace Safety and Health (WSH) Officer with the Ministry of Manpower (MOM).
- Minimum of 8-10 years of HSE experience, specifically within API, Chemical, or Petrochemical plants.
- Proven experience managing safety during large-scale industrial construction projects.
- In-depth knowledge of Singapore's WSH Act, Environmental Protection and Management Act, and SCDF Fire Safety regulations.
- Certified TapRooT or similar Root Cause Analysis methodology professional.
- Excellent communication and stakeholder management skills to influence safety culture at all levels.
- Professional certification in Process Safety Management is highly advantageous.
