Are you an expert in strategic sourcing with a specialized focus on the Oil & Gas sector? Trust Recruit is currently looking for a high-performing Senior Procurement Manager to spearhead procurement operations for major EPC (Engineering, Procurement, and Construction) services. This is a critical leadership role based in Jurong East, focusing on Midstream operations and high-value CAPEX projects.
In this position, you will bridge the gap between technical engineering requirements and commercial execution. You will be responsible for developing robust supply chain strategies that minimize risk and maximize value for large-scale infrastructure projects. As a senior leader, you will influence project outcomes by ensuring the timely acquisition of critical equipment and services while maintaining stringent compliance with safety and industry standards. Tanggung Jawab
- Develop and implement comprehensive procurement strategies for EPC services and Midstream CAPEX projects.
- Lead high-stakes negotiations with international vendors to secure favorable terms, pricing, and service level agreements.
- Oversee the entire RFQ/RFP lifecycle, ensuring technical specifications are met and commercial risks are mitigated.
- Manage and optimize the approved vendor list (AVL), conducting regular audits and performance evaluations.
- Collaborate closely with Project Directors and Engineering leads to align procurement schedules with project milestones.
- Ensure 100% compliance with corporate governance, safety regulations, and international trade laws.
- Analyze market trends and global supply chain fluctuations to provide proactive risk management solutions.
- Mentor and lead a team of procurement specialists to drive departmental KPIs and professional growth.
Kualifikasi
- Bachelor’s Degree in Engineering, Supply Chain Management, or a related business discipline.
- Minimum of 8 to 12 years of experience in procurement, with a significant focus on Oil & Gas EPC projects.
- Demonstrated expertise in Midstream operations and CAPEX procurement management.
- Strong understanding of contract law, INCOTERMS, and project finance.
- Excellent communication and stakeholder management skills, with the ability to influence at the executive level.
- Proficiency in enterprise resource planning (ERP) software such as SAP, Oracle, or equivalent.
- A proactive, solution-oriented approach to complex supply chain challenges.
- Professional certification (e.g., CIPS, CPSM) is highly preferred.
