We are seeking a qualified and detail-oriented professional to fill the role of Accountant I, based in the Ilocos Region, to support our financial operations and uphold the highest standards of public financial accountability.
In this critical role under Civil Service Commission guidelines, you will report directly to the Finance Division and work collaboratively with various departments to ensure the accurate recording, processing, and reporting of all financial transactions. Your expertise will contribute directly to the university's ability to deliver its mandate effectively. You will be tasked with maintaining financial records in strict adherence to COA, DBM, and BIR regulations, preparing financial statements, and providing insightful analysis for management reviews.
The ideal candidate will possess a strong foundation in accounting principles, specifically within the Philippine government context. A CPA license is highly preferred, alongside a bachelor's degree in accountancy. Tanggung Jawab
- Prepares and maintains comprehensive financial records, including journals, ledgers, and subsidiary accounts in accordance with the New Government Accounting System (NGAS).
- Assists in the preparation of the annual budget, financial plans, and quarterly financial reports for submission to oversight agencies (DBM, COA).
- Reviews and processes disbursement vouchers, payrolls, and other financial documents to ensure accuracy, completeness, and compliance with civil service and COA rules.
- Conducts regular reconciliation of accounts, including bank reconciliations, tax remittances, and inter-agency transactions.
- Provides support during internal and external audits by preparing necessary schedules, analyses, and documentary requirements.
- Assists in the management of university collections, cash receipts, and deposits including monitoring of cash advances and liquidation reports.
- Evaluates and processes tax obligations of the university, ensuring compliance with the Bureau of Internal Revenue (BIR) regulations.
- Performs other related tasks as may be assigned by the Finance Director or University President to support the operational efficiency of the university.
Kualifikasi
- Bachelor's degree in Accountancy, Management Accounting, or a related finance field from a reputable educational institution.
- Must be a Certified Public Accountant (CPA) or must be willing to take the licensure examination. CPA license is a distinct advantage for career progression and ranking.
- At least one (1) year of relevant experience in accounting, preferably in a government agency or educational institution.
- Excellent knowledge of the Philippine Government Accounting System (NGAS), COA circulars, and relevant accounting standards (PSASB/PAS).
- Proficiency in accounting software (e.g., e-NGAS, GDAS) and advanced Microsoft Excel skills (pivot tables, v-lookups, financial modeling).
- Strong analytical, problem-solving, and organizational skills with high attention to detail.
- Excellent written and verbal communication skills in both English and Filipino.
- Eligibility: Career Service Professional (Second Level Eligibility) or appropriate equivalent as required by the CSC.
