The Ministry of Trade, Investment and Tourism (MTIT) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is seeking a visionary and highly organized Chief Administrative Officer. This is a pivotal leadership role designed for a professional who thrives in a dynamic public sector environment and is committed to regional development through administrative excellence.

As the Chief Administrative Officer, you will serve as the backbone of the Ministry’s operations, ensuring that all administrative, financial, and human resource functions are executed with transparency, efficiency, and in full compliance with Civil Service Commission (CSC) standards. You will lead a multidisciplinary team to support the Ministry's mission of fostering economic growth and promoting tourism within the region.

Tanggung Jawab

  • Lead and oversee the overall operations of the Administrative Division, including Human Resource Management, Records, Procurement, and General Services.
  • Develop and implement comprehensive administrative policies and procedures aligned with the Bangsamoro Government’s strategic goals.
  • Manage the Ministry's annual budget, ensuring optimal resource allocation and strict adherence to government accounting and auditing rules.
  • Supervise the procurement process to ensure transparency and compliance with Republic Act 9184 and regional directives.
  • Spearhead organizational development initiatives, including performance management systems and capacity-building programs for staff.
  • Coordinate closely with the Civil Service Commission and other oversight agencies regarding personnel actions and institutional compliance.
  • Provide expert advice to the Ministry’s leadership on administrative matters and operational efficiency.

Kualifikasi

  • Master’s Degree relevant to the job (e.g., Public Administration, Management, Business Administration).
  • At least four (4) years of supervisory or management experience in a relevant field.
  • Minimum of forty (40) hours of supervisory/management learning and development intervention.
  • Career Service Professional (Second Level Eligibility) or equivalent professional license.
  • In-depth knowledge of government administrative processes, budgeting, and COA regulations.
  • Exceptional leadership, decision-making, and conflict-resolution skills.
  • Excellent written and oral communication skills in English and Filipino; knowledge of local dialects is a plus.
