The Land Registration Authority (LRA) is the primary government agency in the Philippines mandated to issue decrees of registration and certificates of title under the Torrens system. As a vital component of the Department of Justice, the LRA oversees all Registries of Deeds nationwide. We are currently inviting qualified and competent individuals to fill the career position of Deputy Register of Deeds III for the Registry of Deeds in the National Capital Region (Metro Manila).
This is a mid to senior-level managerial position that offers a unique opportunity to serve the public by ensuring the sanctity and stability of land ownership. The Deputy Register of Deeds III acts as the second-in-command to the Register of Deeds, requiring profound knowledge of land registration laws, judicial processes, and administrative procedures. You will handle complex legal issues, supervise a team of registrars and support staff, and directly contribute to the LRA's digital transformation goals (e-Property, e-Land Titling).
The ideal candidate is a career-oriented legal professional or a highly experienced civil servant with a solid understanding of Act 496, P.D. 1529, and the Civil Code. Tanggung Jawab
- Oversee the daily operations of the Registry of Deeds in the absence of the Register of Deeds.
- Recommend approval or disapproval of applications for registration of documents.
- Ensure strict compliance with the Property Registration Decree (P.D. 1529) and related laws.
- Supervise subordinate personnel in the docketing, recording, and filing of documents.
- Act as the Officer-in-Charge in the conduct of hearings and preliminary conferences.
- Represent the office in inter-agency meetings and public hearings regarding land titling.
- Monitor and evaluate the performance of staff to ensure timely delivery of services.
- Prepare and submit periodic reports to the LRA Administrator and the Court of Appeals.
Kualifikasi
- Bachelor's Degree in Law (JD or LLB), preferably member of the Philippine Bar.
- Career Service Professional (Second Level Eligibility) or RA 1080 (Bar/Board) eligibility.
- Minimum of 3-5 years of supervisory or management experience in land registration or related legal work.
- Strong knowledge of the Land Registration Authority's mandates, processes, and the Torrens system.
- Excellent communication skills (oral and written) and interpersonal skills.
- No previous record of administrative or criminal cases involving moral turpitude.
- Willingness to undergo a stringent background check and lifestyle check.
- Computer literate and proficient in office productivity software and case management systems.
