Brexa Indonesia is a leading manufacturing company looking for a seasoned HRGA Senior Manager who is a native or business-level fluent Japanese speaker. This strategic leadership position, based in Cikarang Selatan, West Java, is responsible for directing the full spectrum of Human Resources and General Affairs operations. You will act as a trusted advisor to the Japanese management team, ensuring seamless communication and alignment of HR strategies with global corporate objectives.
In this role, you will oversee industrial relations, manage labor union negotiations (including CBA agreements), and ensure strict compliance with Indonesian labor laws (UU Cipta Kerja). Beyond IR, you will lead talent management initiatives, drive organizational development, manage compensation and benefits structures, and oversee all GA functions including facility management, security, and office administration.
The ideal candidate is a proactive leader with a proven ability to handle complex employee relations cases and build a positive company culture. You possess a strategic mindset and are adept at using data to drive decisions. Your exceptional interpersonal and communication skills in Japanese, English, and Bahasa Indonesia allow you to effectively engage with diverse stakeholders.

Tanggung Jawab
- Act as the primary liaison between Japanese management and local staff, ensuring strategic alignment of HR initiatives.
- Lead and manage the full spectrum of HR functions including recruitment, performance management, talent development, and succession planning.
- Oversee all General Affairs functions such as facility management, office administration, security, transportation, and employee welfare.
- Manage industrial relations, including labor union negotiations, collective bargaining agreements (CBA), and bipartite cooperation institutions (LKS Bipartit).
- Develop, implement, and update HR policies and procedures to ensure compliance with Indonesian labor laws and corporate governance.
- Design and manage competitive compensation and benefits programs to attract and retain top talent.
- Prepare and present HRGA budgets, reports, and strategic recommendations to the Board of Directors.
- Drive organizational culture change and employee engagement initiatives to support business objectives.
Kualifikasi
- Bachelor's degree in Law, Psychology, Human Resources, or a related field. A Master's degree is highly preferred.
- Minimum of 8–10 years of progressive experience in HRGA, with at least 5 years in a managerial role within a multinational manufacturing company.
- Native or business-level fluency in Japanese (JLPT N1 or N2) is mandatory. Excellent verbal and written English skills are required.
- Deep understanding of Indonesian labor laws (UU Ketenagakerjaan), BPJS regulations, and expatriate management processes.
- Proven track record in handling labor unions, industrial relations disputes, and complex employee relations cases.
- Strong strategic thinking, analytical, and problem-solving skills with a data-driven approach.
- Excellent leadership, communication, and interpersonal skills with the ability to influence at all levels of the organization.
