About the Opportunity

Adecco is proud to partner with a premier Public Sector organization to hire a strategic and operations-savvy L&D Programmes & Operations Manager. This is a high-impact role that places you at the center of the organization's workforce transformation efforts, focusing on building a capable and future-ready public service workforce.

In this role, you will be responsible for shaping the learning architecture, driving operational excellence, and fostering a culture of continuous development. You will collaborate closely with senior business leaders, HR Business Partners, and external training vendors to ensure every learning investment delivers tangible results aligned with national and organizational priorities.

This position offers the unique opportunity to influence the skills and capabilities of a significant workforce, driving efficiency and innovation within a complex and rewarding environment.

Your Responsibilities

  • Design, manage, and continuously improve a comprehensive portfolio of L&D programmes that address current and future skill gaps.
  • Oversee the operational heartbeat of the L&D department, including learning calendars, resource allocation, and logistics management.
  • Manage the full lifecycle of vendor procurement, contract management, and budget tracking to ensure cost-effectiveness and value for money.
  • Conduct thorough training needs analysis (TNA) in partnership with business units to identify strategic learning requirements.
  • Establish and maintain robust governance frameworks, policies, and SOPs for all learning interventions.
  • Lead the administration, optimization, and reporting of the Learning Management System (LMS) to ensure data accuracy and actionable insights.
  • Engage with a wide range of stakeholders, including government agencies and accredited training providers, to deliver best-in-class solutions.
  • Monitor, evaluate, and report on the effectiveness and ROI of learning programmes, driving data-informed improvements.

What We Are Looking For

  • Degree in Human Resources, L&D, Business Administration, or equivalent.
  • Minimum 5 to 8 years of relevant experience in L&D, with a strong focus on programme management and operations.
  • Proven track record in managing complex projects and budgets within a structured environment; public sector experience is highly valued.
  • Deep understanding of adult learning principles, instructional design methodologies, and learning evaluation models (e.g., Kirkpatrick).
  • Exceptional stakeholder management and communication skills, with the ability to influence at all levels.
  • Strong analytical mindset with proficiency in data analysis and LMS tools (e.g., SAP SuccessFactors, SABA, or similar).
  • Excellent organizational skills and attention to detail, with the ability to thrive in a fast-paced, evolving landscape.
  • A collaborative team player who is also comfortable working independently and taking ownership of deliverables.
