China Harbour Engineering Company (CHEC) is a world-renowned infrastructure contractor looking for a highly skilled M&E Quantity Surveyor to join our dynamic team in Jurong East. In this pivotal role, you will be responsible for the end-to-end commercial management of M&E packages for large-scale construction projects. You will act as a key commercial advisor, ensuring that all mechanical and electrical work streams are executed within budget, managed efficiently against project specifications, and optimized for profitability.
The successful candidate will demonstrate a deep understanding of M&E systems, procurement strategies, and contractual obligations. You will work closely with project managers, site teams, and external stakeholders to mitigate risks, manage variations, and drive project delivery excellence. Tanggung Jawab
- Manage the full commercial lifecycle for M&E services, from pre-contract estimation to final account settlement.
- Conduct detailed measurements, take-offs, and quantification for electrical and mechanical installation works.
- Oversee supplier and subcontractor management, including tendering, contract drafting, and performance monitoring.
- Identify, evaluate, and negotiate variations and claims to ensure project profitability and contractual compliance.
- Prepare monthly progress claims and verify subcontractor payments with strict adherence to project timelines.
- Collaborate with internal engineering teams to conduct cost-benefit analysis and value engineering opportunities.
- Attend site meetings and provide accurate commercial reports to senior management.
Kualifikasi
- Degree or Diploma in Quantity Surveying, Building Services Engineering, or a related field.
- Minimum 3-5 years of relevant experience in M&E quantity surveying within the Singapore construction industry.
- Proficiency in standard forms of contract (e.g., PSSCOC, SIA, or REDAS).
- Strong technical knowledge of M&E drawing interpretation and building services specifications.
- Excellent negotiation skills with the ability to manage complex commercial relationships with subcontractors.
- High proficiency in MS Office (specifically Excel) and project management software.
- Meticulous attention to detail and strong analytical skills for complex cost data.
