Singapore Management University (SMU) is seeking a highly skilled and strategic Manager, Procurement and Contracts Management to join the Office of Campus Infrastructure and Services (OCIS). This critical role is responsible for overseeing the end-to-end procurement lifecycle, managing campus development contracts, and ensuring the success of various facilities and infrastructure projects across our vibrant city campus.

As a key member of the OCIS team, you will drive procurement strategies, evaluate construction cost norms, and establish robust contract management frameworks. You will collaborate closely with internal stakeholders, external consultants, and contractors to ensure value for money, regulatory compliance, and excellence in project execution. Tanggung Jawab

  • Lead and manage the end-to-end procurement process for campus infrastructure, facilities management, and development projects, ensuring compliance with university policies and public procurement guidelines.
  • Develop, review, and administer contract agreements, specifications, and tender documents to mitigate financial, operational, and legal risks.
  • Evaluate construction cost norms, conduct market analysis, and implement cost-estimation methodologies to ensure budgetary alignment.
  • Establish and maintain effective vendor relationship management systems to evaluate and improve contractor performance and compliance.
  • Facilitate contract negotiations, resolve disputes, and manage contract variations or claims in an efficient, equitable, and timely manner.
  • Collaborate with cross-functional project teams to identify procurement needs, project timelines, and strategic sourcing opportunities.
  • Contribute to the continuous improvement of procurement policies, systems, and standard operating procedures within OCIS.

Kualifikasi

  • Bachelor’s Degree in Quantity Surveying, Construction Management, Civil/Mechanical Engineering, Procurement, or a closely related discipline.
  • Minimum of 5 to 8 years of relevant experience in procurement, contract administration, and project cost control, preferably within institutional, public, or large commercial sectors.
  • Strong knowledge of construction law, contract forms (e.g., SIA, PSSCOC), and local procurement regulations in Singapore.
  • Demonstrated experience in evaluating construction cost norms and managing complex facilities-related procurement contracts.
  • Excellent negotiation, analytical, and problem-solving skills with a high degree of integrity and attention to detail.
  • Outstanding interpersonal and communication skills, with the ability to influence and collaborate with diverse stakeholders.
  • Professional certification such as RICS, SISV, or CIPS is highly advantageous.
