In this pivotal role, you will take ownership of the end-to-end management of complex government projects, ensuring stringent adherence to time, cost, quality, and scope parameters.
You will be the central point of contact, orchestrating the efforts of a diverse ecosystem of stakeholders, including government clients, architects, engineers, main contractors, and specialist consultants. Your leadership will be fundamental in driving project success from initial feasibility and planning through to design, construction, and final handover. Tanggung Jawab
- Lead and manage the full project lifecycle for multiple concurrent government construction and workplace projects in Singapore.
- Define and document project scope, goals, deliverables, and success criteria in collaboration with senior stakeholders and clients.
- Develop, maintain, and monitor detailed project plans, schedules, budgets, and resource allocation to ensure timely delivery within approved financial limits.
- Implement and oversee robust risk management frameworks to proactively identify, assess, manage, and mitigate project risks and issues.
- Manage project changes through a formal change control process, assessing impact on scope, schedule, budget, and quality.
- Facilitate effective communication and collaboration between project teams, clients, government authorities, contractors, and consultants.
- Prepare and deliver comprehensive project status reports, presentations, and dashboards to senior management and client steering committees.
- Champion a culture of safety, quality, and environmental stewardship, ensuring strict compliance with all statutory regulations and company policies.
Kualifikasi
- Degree in Civil Engineering, Construction Management, Project Management, Architecture, or a related discipline. A Master's degree is advantageous.
- Minimum of 8-10 years of post-qualification experience in project management, specifically within the construction or infrastructure sectors.
- Demonstrated success in delivering complex, multi-stakeholder projects for the Singapore Government or public sector entities is highly preferred.
- Strong command of project management methodologies (e.g., PMP, PRINCE2). Chartered status (e.g., MCIOB, RICS) is an added advantage.
- In-depth knowledge of local construction practices, contracts (such as PSSCOC and SIA), building regulations, and safety standards.
- Exceptional leadership, negotiation, and interpersonal skills with the proven ability to influence and drive consensus.
- A strategic thinker with excellent analytical and problem-solving capabilities, adept at making sound decisions under pressure.
- Proficiency in project management software, including MS Project, Primavera P6, and collaborative platforms like SharePoint or Procore.
